Batten Surveys

To benchmark the civic health and capital of the Hampton Roads region, two surveys will be completed by spring, 2009. One is a scientific random sample telephone survey, designed and completed by professionals. The second survey is a less formal personal interview survey. The interviews are being done by board members of the Hampton Roads Center for Civic Engagement and friends of the Center. The organizational goals for the surveys are to set the stage for community conversations and use the results to prioritize the work of the Center.


 

Through the surveys, we are measuring and analyzing;

current level of civic engagement in the Hampton Roads region,

access to information needed for informed participation in public policy decision making,

perceptions of public participation opportunities, and the

capacity in the region for meaningful civic engagement.



 

Questions for the Informal Interviews:

1.What are the rights and duties of citizens?

2.What should citizens be able to expect from government and what should government expect from citizens?

3.How close to reality are the answers to the questions above, and why?

4.What role can/should citizens have in the day-to-day business of governance? (not government)

5.When and where should citizens participate in public administration?

6.How and when can/should public agencies and departments encourage and aide public participation?

7.What needs to be in place for this to happen?

8.What could be changed to increase or improve citizen participation?

9.What do officials misunderstand about engaging the citizens?

10.What do citizens misunderstand about civic engagement?

11.What could be done to improve mutual trust?

12.Have you received any training related to public involvement?

13.What do you think is the most important public issue for the region?

14.What do you see as the citizens’ role in this issue?

 

Using the traditional grading scale of A, B, C, D and F for Failing –

a.How would you grade your community’s overall civic engagement?

b.How would you grade your local government’s overall civic engagement?

c.How would you grade overall civic engagement in regional issues?

d.How would you grade private businesses in overall civic engagement?

e.How would you grade the amount of effort you or your group spends in civic engagement?



 

The Telephone Survey

A representative random sample of residents from each community in the Hampton Roads region will be telephoned and asked a series of questions related to their civic participation.

The results of the interviews and the telephone survey will be presented to the regional community.
